多家情报机构指莫斯科利用网络攻击或散布不实信息企图影响选举结果。
法国外交部长艾罗(Jean-Marc Ayrault)周日再次就俄罗斯疑似针对法国总统竞选活动进行的网络攻击表态,谴责这是对法国民主活动、国家主权及独立的干预行为,“令人无法接受”。他提到,支持强化欧洲建设的候选人马卡龙(Emmanuel Macron)显然是被锁定的目标。
前财政部长马卡龙(Emmanuel Macron)在目前的民调中具有相当高的支持度,被预测有可能进入二轮投票与极右派候选人玛琳娜 勒庞对决。此前马卡龙的发言人曾指控莫斯科当局是对马卡龙竞选网站及电邮服务器实施一系列网络攻击的幕后主使。
法国外长艾罗周日在接受法国“星期日报”采访时表示,“只要看一看,俄罗斯在法国总统选举总中比较偏好哪一位候选人,是玛琳娜勒庞还是菲永,而马卡龙表达了极为亲欧的主张,他成为网络攻击的目标,这种对法国民主活动干预的做法令人无法接受,我谴责这种行为!”
艾罗上周三在法国议会就曾对俄罗斯疑似网络干预法国大选表示谴责,说,无论是采取什么方式,或通过干预选举程序、或者以网络攻击、或者是传播虚假信息等,所有干预行动都不能被接受 ,“是对法国民主、主权及国家独立的侵犯”。
2017年是欧洲的选举大年,尤其是德国、法国等国家将陆续举行选举,而多个情报机构指出莫斯科利用网络攻击或散布不实信息企图影响选举结果。
据法新社报道,由总统奥朗德领导下的法国国防委员会计划在最近几周内将专题研究如何采取措施,加强针对此类威胁的保护。

谢选骏指出:文化战和其他战争一样,都是“不能被接受”,都是“对民主、主权及国家独立的侵犯”。但是,文化战依然在向纵深发展!因为这就是核武器时代的秘密:既然不能发动总体战,那么久进行文化战吧!
通过网络攻击来干预大选结果,就是一种文化战的形式。
早在1988年开始写作的《全球政府论──中国文明整合世界》(On Global Government──Global

现在流行的网络战,不过是文化战的一种形式。而所谓的“独狼行动”,显而易见是文化战的一种形式。
